Jakarta- Indonesia Police Watch (IPW) mendesak Kapolresta Bogor Kombes Pol. Susatyo Purnomo Condro untuk bersikap profesional dan tidak berpihak dalam menangani perkara. Pasalnya, laporan penganiayaan yang dilaporkan lebih dulu tidak jalan, tetapi laporan oleh seorang istri anggota Polri diproses intensif .
Dugaan ketidakprofesionalan dan diskriminasi penanganan perkara oleh Kapolresta Bogor itu diadukan oleh seorang warga kota Bogor Deky Y Wermasubun kepada IPW. Dimana Deky merupakan korban penganiayaan dari Rando yang merupakan anggota Polri pada Oktober 2020 tidak diproses hampir selama dua tahun. Tapi, laporan yang dibuat oleh istri Rando, Retno diproses lagi setelah diperbaruinya sprindiknya.
Deky Y Wermasubun dalam kasus penganiayaan yang dialaminya telah melaporkan terlapor suami Retno, yakni Rando dengan laporan polisi bernomor: LP/535/X/2020/POLRESTA BOGOR KOTA, tertanggal 1
Oktober 2020 tidak ada perkembangan yang disampaikan melalui SP2HP. Sementara laporan Retno terhadap keponakan deky wermasubun bernama Ray dengan sangkaan UU ITE pada bulan Maretnya melalui laporan polisi bernomor: LP/150/III/2020/JBR/RESTA BGR TA berjalan intensif.
Dengan adanya diskriminasi penanganan perkara dan ketidakprofesionalan dari Kapolresta Bogor Kota, maka Deky melakukan protes dan kekecewaannya dengan menolak memberikan kesaksiannya dalam perkara tersebut. Hal ini dilakukan Deky setelah mendapat panggilan
sebagai saksi dari penyidik Unit Jatanras Polresta Bogor Kota dan mengadukan masalahnya ke IPW.
IPW melihat dengan penanganan perkara ITE itu ada keberpihakan Polresta Bogor Kota. Indikasi kejanggalan tersebut terlihat yakni pertama adalah Kasatreskrim mengeluarkan Surat Perintah Penyidikan baru, padahal
sebelumnya Perkara : LP/150/III/2020/JBR/RESTA BGR TA pernah
dikeluarkan Surat Perintah Penyidikan .
Kejanggalan kedua yaitu penyidik dengan masif melakukan pemanggilan saksi-saksi dalam perkara : LP/150/III/2020/JBR/RESTA BGR TA, sedangkan Laporan
Polisi dimana Sdr. D alias Rando sebagai Terlapor tidak ada informasi pada korban Deky padahal sama-sama ditangani oleh Unit Jatanras
Polresta Bogor Kota.
Kejanggalan ketiga, bahwa perkara: LP/150/III/2020/JBR/RESTA BGR TA merupakan
perkara ITE, namun ditangani oleh Unit Jatanras, bukan oleh Unit Krimsus Polresta Bogor Kota. Bahkan dalam perkara tersebut, terlapornya sempat ditahan selama empat hari oleh penyidik, padahal ancaman hukumannya tidak memenuhi syarat untuk dilakukan
penahanan.
Dalam pengaduan warga tersebut, disampaikan pula pelaporan dugaan
Penganiayaan yang dilakukan oleh D Alias Rando yang merupakan suami dari Retno terhadap seorang
perempuan Norce Amuranti Korengkeng dengan Nomor Perkara:
LP/B/454/V/2021/SPKT/POLRESTA BOGOR KOTA/POLDA JABAR tertanggal 26 Juni 2021. Dalam perkara tersebut korban tidak diberikan perkembangan
perkara oleh Penyidik Unit Jatanras Polresta Bogor Kota hingga saat ini.
Oleh sebab itu, IPW mendesak Kapolda Jabar Irjen Pol. Suntana untuk mengevaluasi kinerja Kapolresta
Bogor Kombes Pol. Susatyo Purnomo Condro terkait adanya pengaduan masyatakat tersebut. Karena, Kapolresta Bogor Kota telah tidak taat pada arahan dilaksanakannya sikap Presisi yang menjadi program Kapolri Jenderal Listyo Sigit Prabowo.
Pasalnya, salah satu dari Program Prioritas Kapolri adalah pengawasan pimpinan dalam setiap kegiatan dan penguatan fungsi pengawasan. Bahkan, Kapolri telah mengeluarkan Peraturan Kapolri (Perkap) Nomor 2 Tahun 2022 tentang Pengawasan melekat Di Lingkungan Polri. Intinya, pengawasan melekat (waskat) wajib dilaksanakan oleh atasan kepada bawahan.
