Seharusnya dugaan bongkar muat kapal yang membawa minyak solar tersebut dilakukan di pelabuhan resmi. Namun, hal ini tidak dilakukan oleh kapal tersebut.
Di duga Pelabuhan tikus tersebut menjadi tempat para mafia penyeludup dalam menjalankan aksinya untuk mengais keuntungan secara ilegal dan kegiatan ini tidak terpantau sama sekali oleh petugas terkait, bea cukai dan aparat penegak hukum lainnya.

Hasil dari investigasi awak media Swanara.com di lapangan, dari kejauhan terlihat 1 unit kapal kayu yang sedang bersandar di pelabuhan tikus tersebut, serta area lokasi tepatnya akses pintu masuk pelabuhan tersebut terlihat di pasang pagar seng berwarna biru, yang di duga bertujuan untuk mengelabui masyarakat yang melintas di area tersebut supaya tidak terlihat aktivitas di dalamnya.
